Photo editing programs

I'm thinking about getting a photo editing program to try my hand at making my own banners for once. Ever since I started e-fedding I've always asked others to make them for me. For those of you who do make your own e-fedding banners and avatars, what program do you use? Did you pay for it? Is it worth it to pay for one? I looked online and saw adobe photoshop CC for $119. That's a lot of money and maybe I could swing it but would it be worth it? ANy suggestions or ideas help. thank you!

There is Adobe Cloud plan where only for Photoshop/Bridge/Lightroom its 9.99 a month. I'm on that plan and for me, its better than just paying 100 something. I can cancel anytime, etc. There are some free alternatives that carry most of the main tools PS use. You got Pixlr, GIMP, Affinity Photo. There are more but those the only I know off top.
